Jeffrey P. Bill, M.D., FASAM

Dr. Bill is lifelong resident of Cincinnati’s west-side communities and progressed in his education through St. Dominic grade school, Archbishop Elder High School and the University of Cincinnati (B.S. Biology) before attending medical school at the Wright State University School of Medicine (M.D.). He completed his internship and residency in Family Medicine at St. Elizabeth’s in northern Kentucky where he served as Chief Resident in his final year.
Shortly after joining his first medical practice in Cincinnati, Ohio in 2006, Dr. Bill had an opportunity to complete the necessary training to become certified to treat patients for opioid use disorder with Suboxone. He opened a separate Suboxone office-based opioid treatment (OBOT) program in October 2007 in the Miami Heights community, which he has since relocated to Green Township.
Inspired by the effectiveness of the treatment and realizing the level of need for treatment services in his community, he advanced in his knowledge of the disease and achieved his board certification in Addiction Medicine in 2010. Through a collaboration with Mr. Steven Smith, LPCC LICDC-CS, Dr. Bill expanded the treatment services at his OBOT practice and achieved certification as an outpatient treatment program by the Ohio Mental Health and Addiction Services agency in 2012. They went on to create the first-in-Ohio, Suboxone-only opiate treatment program in 2013, which received a 3-year accreditation from the Commission on Accreditation of Rehabilitation Facilities the following year.
Armed with a proven, clinically-effective, comprehensive, compassionate model of care, the duo ventured to establish a second treatment facility in Forest Park, Ohio in 2016 with plans for more facilities to meet the needs of the Ohio communities that are currently overwhelmed with people struggling with opiate dependence. Dr. Bill currently resides in Cleves, Ohio with his wife and four daughters.
Steven Smith, COO & Clinical Director

Having grown up in Western Kentucky, Steve has lived in the Greater Cincinnati area since 2005. He received his Bachelor’s degree in Psychology and Philosophy from Brescia University and his Master’s degree in Mental Health Counseling from Western Kentucky University. He is independently licensed in both substance abuse and mental health counseling and has worked in behavioral health since 2000 in various settings, focusing primarily on addictions and children and family mental health. He has worked in administration in medication-assisted treatment since 2010.
Steve first worked with Dr. Bill in 2010. They developed the plan to expand Dr. Bill’s private practice into a full treatment center in late 2011 and Steve joined Sunrise Treatment Center as Program and Clinical Director in April 2012. He currently serves as Chief Operations Officer and Clinical Director and oversees many different areas of Sunrise, including clinical services, supervision, regulatory compliance, strategic planning, and information technology.
Steve spends much of his free time with his wife and 2 children and enjoys baseball history, table-top and video games, cigars and cooking
Christopher Aviles, M.D., Chief Medical Officer

Dr. Aviles attended the Wright State University School of Medicine and completed his family medicine residency at Lutheran General Hospital in Park Ridge, Illinois. Dr. Aviles is a Chicago native and enjoys cheering for his Chicago teams. Prior to joining Sunrise Treatment Center in January 2014, he worked in two community health centers and for Premier Health Partners. In his free time Dr. Aviles enjoys reading, golfing, and martial arts.

Shane brings far more than 14 years of experience in pharmacy, management and human resources to her role as a Corporate Business Officer. She brings a vitality, professionalism and warmth, and a mindset of service and advocacy to her work at Sunrise Treatment Center. Shane’s primary focus is to continuously improve processes and procedures, evaluate the work being undertaken while efficiently looking for ways to leverage time for the CEO and other senior executives.
Prior to joining Sunrise Treatment Center, Shane spent 12 years working for the industry’s largest leader in compound pharmacy and home infusion service where she held roles beginning in pharmacy as a compound technician, HPR and intake coordinator before moving up in insurance reimbursement, corporate contracting and management.
As an advocate of Sunrise Treatment Center’s vision to enrich the spirit and performance of the organization, and its purpose to positively impact the community by creating a thriving culture, Shane finds her work with the company rewarding and fulfilling.
Jennifer Owens, Nursing Director

Jennifer began working with Sunrise Treatment Center in 2015 as the Nursing Supervisor and was promoted to Nursing Director in 2017. Jennifer has been a nurse for nearly 20 years and earned her nursing degree in 1999. Her initial experience as a nurse was spent as a certified Urology nurse. After leaving that position in 2000, she found her passion in the field of opiate addiction treatment. Before arriving at Sunrise Treatment Center, Jennifer worked for an outpatient opiate addiction center where she worked for five years.
Jennifer is dedicated to assuring a positive and hopeful patient experience, as well as holding a strong value of professionalism. Working with her nursing staff to improve the high quality of care and service that is expected from the staff at Sunrise Treatment Center is always a top priority.
